Option 2
Drive a rental car yourself
Self-driving can work well if you already want a car for other parts of your trip. It also lets you decide your departure time and combine Daikoku PA with other destinations, subject to access and the rental agreement.
Do not reserve a vehicle until both the official driving requirements and the rental company's document requirements are clear for your situation.

Use documents that are valid in Japan
Eligibility follows the country or region that issued the license, not the traveler's nationality. Japan generally recognizes a Japanese license, a qualifying 1949 Geneva Convention International Driving Permit, or a license from Switzerland, Germany, France, Belgium, Monaco, or Taiwan with an authorized Japanese translation.
The permitted period is limited by both the date of entry and the document's validity. A digital IDP is not accepted. Confirm which original license, passport, translation, and other documents your rental branch requires before paying.
Included insurance does not always mean zero liability
Base coverage may still leave property or vehicle deductibles, a non-operation charge while the car is unavailable, excluded damage, and costs caused by a contract violation. A collision-damage waiver may remove deductibles without removing the non-operation charge.
Compare the basic coverage, deductible waiver, NOC waiver, roadside support, tire coverage, and exclusions—not only whether a quote says "insurance included."

Daikoku PA is within the Metropolitan Expressway system. It is not a roadside attraction with a normal street entrance, so both arrival and departure depend on the direction of travel and the available expressway connections.
